The sanctions came due to the involvement of these persons and entities in drug smuggling, suppressing the population and committing human rights violations, in addition to concluding economic deals with Russia.
The sanctions targeted Wassim Badi’ al-Assad, Samer Kamal al-Assad, Wassim Omar al-Masalmeh, Muhammad Shalish and Mudar Rifaat al-Assad, for their participation in the production and smuggling of Captagon.
The sanctions also included Abd al-Latif Hamida, who maintains close relations with the al-Assad family, and owns a factory for the production and trade of Captagon in Aleppo, Noah Zuaiter and Hassan Daqu, who are involved in the Captagon trade in Lebanon and Syria, and Imad Abu Zureik and Mustafa al-Masalma (Al-Kasm), who belong to a militia affiliated with a branch of the Syrian regime. The sanctions also affected Jihad Barakat, son-in-law of the Assad family, who is the leader of a militia affiliated with the regime, and still exercises various military and intelligence functions for the regime, and Raji Falhout, who leads a militia affiliated with the “Military Intelligence” in As-Suwayda and is involved in smuggling “Captagon.”
Likewise, Muhammad Abdo Asaad, the leader of the “Hisn al-Watan” militia, which fought in the name of the Syrian regime, and the founder of the “Aman for Protection and Security” company, which provides private security services, and operates as a front company for the “Hisn al-Watan” militia.
Jamal Ismail, who was the commander of Branch “227” when the “Solidarity” massacre took place on April 13, 2013, and Jamal al-Khatib, the head of Branch “227,” for their responsibility for violent repression against civilians in Syria.

The sanctions also affected Ahmed Ali Taher and businessman Osama Ramadan, for owning shares in the “Al-Qalaa Security and Protection” company, which acts as a front for the “Fourth Division,” left Maher al-Assad.
Amer Tayseer Khaiti, a businessman active in the real estate, construction, and industry sectors, has close relations with the Assad family, as he supported the head of the Syrian regime, Bashar al-Assad, through marches organized by him, and participates in smuggling “Captagon” and buys real estate in order to invest in packaging facilities. used for drugs.
and Taher al-Kayyali, who owns several companies through which he participates in the production and movement of “Captagon,” especially with regard to transportation from the port of Latakia.
and Samer Al-Dibs, a businessman active in many sectors of the economy in Syria, especially the chemicals and real estate sectors. He is the chairman of the board of directors of the “Damascus Chamber of Industry and its countryside,” a member of the board of directors of Syrian-Chinese business leaders, and a member of the People’s Assembly. He is also close to Maher al-Assad. .
